How long have you been watching cycling and cyclocross? It's always been that way. Cyclocross was created as a way for cyclists to stay in shape during the winter. Eventually, some cyclists professionalized in cyclocross while others kept it as a winter add-on. Roger De Vlaeminck, Rolf Wolfshohl (Vuelta winner), Klaus-Peter Thaler, Pascal Richard,... They were all competing on the road and won world titles, beating the crossers who did the entire season. Even within the field of professional cyclocrossers you've always had a split. For example, Sven Nys would compete in every cross possible and win all the classements while Stybar, Lars Boom, Vervecken focussed on the championships. So Nys "only" won two world titles! Look at Venturini in France, only showing up for the national championship and a few preparatory crosses leading to it while his countrymen spend the whole winter in the fields. He wins it every year.
